§ 03 — Frequently Asked

Common questions about admission.

If your question isn't answered here, we encourage you to reach out via the contact form below. Our Admissions team is happy to discuss track fit, credential pathways, agency sponsorship, and scholarship options.

Who is eligible to apply?

Eligibility varies by track. The Community Member track is open to any community resident with an interest in civilian oversight. The Analyst, Investigator, Executive, Law Enforcement Practitioner, and Communications tracks are designed for current and aspiring professionals. The Graduate Certificate pathway requires a completed bachelor's degree; the Professional Certificate does not.

What is the difference between the Professional and Graduate Certificates?

The Professional Certificate is awarded by the Academy upon completion of a single track and does not require a degree. The Graduate Certificate in Civilian Oversight & Public Accountability is currently in development; it is anticipated to be awarded upon completion of all six tracks and to require a completed bachelor's degree. See the Credentials page for full details.

How long is each track?

Each track runs 12 weeks within a cohort, delivered in a hybrid format that alternates synchronous (live online) and asynchronous (self-paced) weeks — one week on, one week off. Tracks are designed to be completed sequentially or in parallel, depending on the applicant's goals.

Is instruction online, in-person, or hybrid?

The Academy operates on a hybrid model. Each 12-week cohort alternates synchronous weeks (live online instruction and discussion) with asynchronous weeks (recorded modules, readings, applied exercises). Full delivery details for each track will be confirmed with the inaugural cohort announcement.

Are scholarships or agency sponsorships available?

Yes. The Academy is committed to access. A limited number of need-based scholarships, agency-sponsored seats, and community oversight body sponsorships are anticipated for the inaugural year. Please indicate your interest in your application, and our team will follow up directly.

What happens after I submit my application?

A member of the Admissions team will reach out within 5 business days to confirm receipt, request any supporting materials (such as a brief résumé and short statement of purpose), and schedule a brief admissions conversation. Decisions are issued on a rolling basis.

Can I apply now for a later cohort?

Yes. While the September 2026 inaugural cohort is the most immediate, we welcome applications for the January 2027, May 2027, and Fall 2027 cohorts. Indicating a preferred cohort helps us plan capacity across tracks.
